The Muscatine County attorney will now handle the investigation into alleged abuse of mentally disabled men at an eastern Iowa meatpacking plant.
The state Division of Criminal Investigation wrapped up its investigation last week.
Twenty-one men were removed from the home in February after reports they were living in rundown conditions in an Atalissa bunkhouse and working for little pay.
The home is operated by Texas-based Henry's Turkey Service. The company has denied any wrongdoing, and no charges have been filed.
