A man is challenging plans to replace an old high school in Bloomfield in southern Iowa. Kenneth Turner, of Bloomfield, has filed a lawsuit in Davis County District Court.
It centers on the issue of making taxpayers pay off revenue bonds if school infrastructure local-option sales taxes fail to generate enough money to cover the cost.
The Legislature in 2008 voted to pool taxes in Iowa's 99 counties and redistribute the money for projects based on the district's size.
Districts traditionally have issued to bonds to finance building project. State law requires 60 percent voter approval to use property taxes for debt levy. But a 60 percent vote is not required for Davis County to build a new school from the state penny sales tax.
