Culver says the new casinos will create hundreds of jobs and provide a $250 million spike in economic activity.

Republicans say gambling shouldn't be the focus of job creation.

"Over 11,000 people have lost manufacturing jobs in the last year, 222 plants have been closed those are the issues we need to be discussing and creating an atmosphere where new entrepreneurs can come up with new products and services and that's how you create jobs, sustainable long-term private sector jobs," says Republican state Senator Paul McKinley.

There are currently 17 state licensed casinos operating in Iowa.
