The Almanac bases its predictions on a secret mathematical formula that uses the position of the planets, tidal action of the moon and sunspots.
Des Moines Public Works director Bill Stowe says he hopes the prediction is weather reverse psychology.
"I know last year, a milder winter was predicted and we had a bad winter. So hopefully, the flip side will happen: a bad season is predicted and we'll have a milder one. But at the end of the day, we always plan for the worst and pray for the best," says Stowe.
