The City of Johnston is asking for tougher laws on panhandling in Polk County. City leaders went before the Board of Supervisors Wednesday. They explained the problems they see with panhandlers at I-80 and Merle Hay Road. They say people standing so close to the ramps isn't safe.

There have also been problems with people fighting over territory. The city says its tried to address the problems. But now it needs the county to step in.

"Even though Johnston has already passed an ordinance that would regulate this activity, we cannot enforce it because where these individuals are standing is actually with in Polk County's Jurisdiction," says Johnston Mayor Paula Dierenfeld. She says the city is now asking the county to adopt a similar ordinance. It would require panhandlers to stay 16 feet from the road until someone offers them money. It would also prohibit them from using threatening language and being under the influence of drugs or alcohol.

The Board of Supervisors is expected to take up the issue at its next meeting. Leaders say other metro communities with interstate ramps will likely follow suit.
