Police say 38-year-old Randall Moore abducted his estranged wife, Tereseann Moore outside the Target store at Merle Hay Mall around 4:00 Wednesday afternoon. From there, she was taken to the husband's apartment at 5517 Aurora Avenue.
Someone called police there on a report of a domestic disturbance. Police say they heard gunfire shortly after arriving and that Moore opened fire on a police officer from his second floor balcony. One of those shots hit Officer Todd Roland in the hand.
After that, officers surrounded the apartment.
According to a police spokesperson Moore threatened to kill any officer who attempted to come close to the apartment. When police learned the woman inside had been shot they say they had no choice but to make their way in.
A negotiator talked Moore into putting his gun down and surrendering just before officers went in. At 5:45 p.m. police got into his apartment and found Tereseann Moore dead.
Randall and Tereseann Moore have a newborn together. The baby was at daycare at the time of the standoff. The Des Moines Register reports the child is now being cared for by Tereseann Moore's mother, Sheila Lynch.
Randall Moore is charged with first-degree murder, kidnapping and attempted murder.
Court records show Moore has a history of domestic abuse. Just last month a judge granted a temporary restraining order against Moore. That order expired on October 26th. Also in 2005 he was charged with contempt of court for violating a no contact order involving a separate woman. Moore also has multiple assault convictions on his record.
Tereseann Moore was a member of the 132nd Fighter Wing based out of Des Moines.
Officer Todd Roland underwent surgery Wednesday night and police say he is expected to make a full recovery.
